Quality Drop In Premier Pro 2.0 Ouput

i work large projects. invariable capture 3 or 4 video sources (from mini dv) , end synching them , using multi-cam. means drag first sequence synch cameras, new sequence camera switching. drag sequence new 1 add titles, etc. everytime nest, have render new sequence. losing video quality every time this?

 

sometimes end outputing avi , using file in new project switch in more cameras, or add avi ono tail end of avi created in separate project.

 

i have found necessary go through because if projects big, premier crash.

 

i using quad 2.66 intel 4 gb ram , winxp.  can boot either xp or vista...buts understanding premier cs4 not utilize memory vista access. have room 12 gb ram, reluctant upgrade premier cs2 cs4 if won't use memory.

 

also, output dvd (and transcoding) in encore dvd. when pick highest bit rates, 2 hour programs don't fill dl disk, , 1 hour programs come out 3.4 gb instead of target 4.7.  , setting on highest bit rate. losing quality in here somewhere, not sure how fix it.
