InCopy package doesn't lock the story files?

we trying create incopy cs3 package indesign cs4 file (pc). can create package still shows assignments live , editable little package icon well. if open *.indd on different pc running cs4, checked out normal. rebooted first pc, opened same *.indd file , shows package editable. i've been scratching head. won't work in *.indd file until incopy package returned, have never seen in of other packages we've created.

any ideas?
