Smart Guides Randomly Not Working

hi,

 

i've noticed in illustrator cs4 (with updates) smart guides not seem work on files.

i make new file in cs4 , automatically seem work.

 

i have tried re-saving file , turning on , off smart guide settings , playing control button.

 

i attached sample file it's not working demo.

 

any appreciated.

they work turn off snap grid or snap pixel.

Error compiling for board Arduino/Genuino Uno.
