Can't seem to figure this out in CS4

i've piece of vectorized art, apparent inset vector line not far inside original line.  however, when grab both pieces , scale dragging corner, inner piece stays still.  new feature or of cs4, or maybe setting have that's making happen?  attached part of file occurring.

looking @ file attached, layer panel shows inner line guide, not regular path.  guide locked, can't move it.  unlock it, go view > guides > , deselect "lock guides".

 

if want convert guide path, select guide, go view > guides > release guides.

to turn path guide, select view > guides > make guides.

Installation database is corrupt

dear all,   last month installed trial version of cs3 on pc , when decided install extended version of cs3, it  didn't install.  learned adobe use wincs3clean script, downloaded , ran on computer, using level 1. after tried installing extended version of cs3 got message "installation database corrupt" , can't install cs3.  can me , let me know how solve problem? use windows, xp 2. appreciate help. charleshhh install what... disc or download   if download... rename original , download again... downloads corrupted More discussions in Photoshop Windows (read only) adobe
