Understanding vector art

if need use vector clip art, have guarantee that's 100 percent grayscale no color, understand should open in illustrator , change grayscale. that's safest option, right?

 

i work designer chooses use photoshop same mission. opens vector art in photoshop, changes grayscale , sizes way wants.

 

if use illustrator work vector art, advantage art stays true vector image, right?

 

if designer uses photoshop, means rasterizing (bitmapping) vector image , once re-sizes it, that's size be.
