Mis-Aligned layers in different web browsers


can help?

 

i designing 2 websites, , nav bars, creating new layers, , aligning them right background in dreamweaver.  however, when @ sites on different web browsers, goes off either left or right.  why!  how layers stay put in web browsers, , not float off sides?

 

or there easier way correcting problem?

trying precisely fit content on large background image ap divisions never works planned.  approach works in static print or graphic design not on web.

 

web pages need flexible accommodate different text sizes, browsers , end user settings - of out of control.  re-think design approach.  read following tutorials:
