pointer turns to 'hand' over image while in editor disallowing any access to tool bar. How do I avoid?

pointer turns 'hand' on image while in editor disallowing access tool bar. how avoid?

hi,

 

verify space bar not pressed or hung.

 

hand tool activated when have space bar pressed. can use while working on other tools , need move image up/down. need press space bar in between , releasing return active tool, wrokinf on.
