Is it possible to get Dreamweaver and the browsers to agree about placement?

i using dreamweaver 3 column liquid template header , footer. had problem invasion of sidebars header, solution turned out simple pressed enter few times , whole lot came down lining across page, sidebars , content in straight line. panic nothing!

it has left me couple of other problems.

1     there gap of 10 pixels between header , sidebars , content in version in dreamweaver itself. version in ie right, sidebars , content in straight line under header.

the 1 in firefox has sidebars in right place, content twenty pixels below header (that more in dreamweaver  version) , there small gap between left side bar , content.

all gap sizes approximate of course.

how can work dreamweaver , browsers agree or hopeless ambition?

2     as going uploaded site builder system site , wish use navigation, no point in reinventing wheel , suits site, have ***navbar*** tag in left sidebar citing position. in dreamweaver version invades content space, happens in neither browser. plenty of room it. other content happily within sidebar in versions. navbar reference problem? hope not!

my grateful help.

best wishes

that wouldn't right way things - positioning controlled margin or padding setting.

the real way upload page , post link - viewing code needed troubleshoot  :-)
