Script Events Handler problem

i having problem script events manager i'm not sure how solve. appreciated. i've never posted here i'm not sure if has been discussed. did through few pages didn't find looked similar. using adobe production premium cs4 if makes difference.
 
set event manager run script when file opened. script simple , sets initial workflow based on file type (usually canon raw file cr2). not being activated time when file opened. testing using "alert(filename)" line in script pop name of file opened no matter long script activated. did more testing on , found when opening cr2 files:
 
1. when in bridge , double-click or right-click>open in camera raw open cr2 file, opens in acr. when finished in acr , click open open file in photoshop script not work.
2. when in photoshop , use file>open open cr2 file, opens in acr. when finished in acr , click open open file in photoshop script works.
3. when in bridge , use file>open open cr2 file, opens in acr. when finished in acr , click open open file in photoshop script works.
 
option #1 being easiest, that's way open cr2 files. however, seems way event handler not work. there reason this? there else need do?

in #2, photoshop opening file via acr, open event generated.

in #3, bridge calls photoshop results in #2.

 

in #1, acr plugin (in bridge) calls photoshop process rendered version of (raw) file. there no real ps open

event kind of thing since acr (running in bridge) opened raw file, not ps or acr in ps.
